Yes, in one sense and no in another. You can start chatting immediately on 81i's free shared pool without connecting anything. If you'd rather use your own provider accounts (for dedicated capacity, or providers you already pay for), 81i supports Bring Your Own Key (BYOK) too. Either way, the routing and workspace layer is what 81i provides; your own API access, if you choose to add it, stays yours.

BYOK means Bring Your Own Key. Instead of relying only on 81i's shared pool, you can connect your own API keys from supported AI providers. This gives you dedicated capacity and more control over your own usage, on top of whatever the shared pool already gives you.

81i checks your other available connections (your own keys, or the shared pool) and routes the request through another eligible one. This is what reduces interruptions caused by any single provider's limit.
